Suomen Kuntasäätiö and HGR Property Partners Sign Letter of Intent on the Sale of Kuntatalo

Toinen Linja 14

Suomen Kuntasäätiö (Finnish Local Government Foundation) sr and HGR Property Partners Oy have signed a Letter of Intent concerning the sale of Kuntatalo, a landmark property in Helsinki’s Kallio district. Completed in 1982, the block-sized building at Toinen linja 14 has long been a distinctive element of the local cityscape.

Kuntatalo was originally built in the early 1980s as the headquarters of the former Kaupunkiliitto. Since 1993, when the Association of Finnish Cities and Municipalities (Suomen Kuntaliitto ry) was established, the building has brought together the country’s municipal interest organisations under one roof.

The current owner initiated a rezoning process for the site in 2023. The planning work has proposed that the original central atrium of Kuntatalo be protected, including its most significant interior spaces. According to assessments, the office wings of the building are in weaker condition and hold lower architectural value than the central section, and they cannot be reasonably refurbished. The zoning solution therefore aims to allow their partial demolition and replacement with taller structures. Along Toinen linja, the plan envisions primarily eight-storey residential buildings, while the Ensi linja side would be developed with five-storey housing.

The atrium

HGR will begin preparations for the redevelopment and major refurbishment of Kuntatalo immediately. The company plans to adapt the property to a new use with high-quality, energy-efficient, and user-oriented solutions. The project will respect the building’s architectural value and characteristic features. As part of the development work, HGR will also explore the possibility of complementary construction on the site to strengthen its integration within the urban environment.
